第一次世界大战前夕，英法等投资者纷纷清仓持有的美国债券，用所得美元在美国兑换黄金，以支付战争开支。如果任其发展，势必会引发美国金融市场乃至美国经济动荡。为了防止美国金本位崩溃和黄金外流，麦卡杜果断采取措施，关闭纽约证券交易所长达四个月之久。与此同时鼓励出口，增加外汇收入，使美国从1915年前的债务国变成了对欧洲的债权国，初步确立了美元的国际金融地位，为未来的美元霸权奠定了基础。
